Stimulus Update: August 2023 Direct Payment Disbursements Scheduled by Five States

While the flow of stimulus payments originating from the COVID-19 pandemic is tapering off, a number of states are persisting in the distribution of rebates to qualifying residents throughout the entirety of 2023.

Throughout the year and extending into 2024, stimulus relief is being provided to households in the form of tax rebates and special session rebates by five states: Idaho, Illinois, Massachusetts, Montana, and New Mexico. 

Listed below are the rebates that are being distributed to the residents within these five states.

Idaho

In both March and September 2022, Idaho disbursed tax rebates and special session rebates, with the majority of payments already dispatched. However, ongoing disbursements are being made to eligible recipients as taxpayers continue to submit their tax returns. Recipients can monitor the progress of their rebates by visiting tax.idaho.gov/rebate.

Illinois

The application window for Illinois’ rebate program closed on October 17, 2022. The bulk of the Illinois Income Tax Rebate and Property Tax Rebate payments have been issued to beneficiaries. The value of the rebate matched the property tax credit claimed on the 2021 IL-1040 tax form, with a maximum payout of $300. The state comptroller has confirmed that disbursements will persist throughout the year until all payments are distributed.

Massachusetts

The deadline for taxpayers to submit their 2021 returns and claim state tax refunds is September 15, 2023. The distribution of refunds commenced in November 2022, with qualifying taxpayers eligible for a 14.03% refund based on their 2021 Massachusetts state tax liability. Beneficiaries can anticipate receiving their payments roughly one month after submitting their returns.

Montana 

Commencing in July, Montana initiated the issuance of individual income tax rebates. Residents could qualify for a rebate of up to $675, along with a tax rebate amounting to the lesser of $2,500 for joint filers ($1,250 for single filers) or their state tax liability. 

The sequential disbursement of rebates will continue based on the order of filing. The program will conclude on December 31, 2023. Eligible recipients can access their 2022 property tax rebates through the state’s TransAction Portal or a paper form, starting August 15. Claims for the 2023 rebate will be accepted from August 15, 2024, with the filing deadline set for October 1, 2024.

New Mexico

Two categories of rebates are available to citizens of New Mexico: one for taxpayers and another for individuals not mandated to file tax returns. Eligible individuals can claim an income tax rebate of $1,000 for couples filing jointly and $500 for single filers. These qualifying residents have until May 3, 2024, to file their personal income tax returns for the year 2021.
